Germany Records Surge in Conscientious Objection Applications

(MENAFN) Germany has recorded a significant increase in applications from people seeking exemption from military service on conscientious grounds, with more than 12,000 requests submitted during the first eight months of 2026.

The number of applications already exceeds three times the total recorded throughout 2025, reflecting growing interest in the legal right to refuse armed military service for reasons of conscience.

The applications have been submitted by a range of people, including reservists, serving members of the armed forces and young men who could potentially be affected by changes to Germany’s military service system.

Germany’s compulsory military service remains suspended, but the government introduced a new framework at the beginning of 2026 that requires all men reaching the age of 18 to complete a questionnaire.

The questionnaire assesses factors including their fitness, skills and willingness to serve in the armed forces. Although military service remains voluntary under the current system, the new framework has fueled concerns that mandatory service could eventually be restored.

Germany’s Federal Office for Family Affairs and Civil Society Functions recorded 12,102 conscientious objection applications during the first eight months of 2026.

That compares with 3,879 applications throughout 2025 and 2,249 in 2024, showing a sharp increase in requests over the past two years.

Officials have linked the rise to the introduction of the new military service legislation, worsening international security conditions and concerns about the possibility of armed conflict spreading across Europe.

The new system requires young men to provide information about their suitability and interest in military service, while medical examinations are mandatory for men born in 2008 or later. The medical screening process is being introduced gradually because of limited administrative capacity.

German law protects the right to refuse armed military service on grounds of conscience. Under Article 4 of the country’s Constitution, individuals seeking recognition as conscientious objectors must submit a written request accompanied by a detailed personal explanation.

Applications are submitted to the Federal Office for Bundeswehr Personnel Management before being forwarded to the Federal Office for Family Affairs and Civil Society Functions for examination.

The increase in applications comes as Germany prepares to significantly expand its armed forces in response to changing security conditions in Europe and its commitments within NATO.

The Bundeswehr currently has around 186,400 active personnel. The Defense Ministry has set a target of increasing the size of the force to more than 260,000 personnel by 2035.

Authorities estimate that reaching the planned force size will require approximately 20,000 new recruits each year.

Defense analysts have questioned whether Germany can achieve that recruitment target through voluntary enrollment alone, particularly if fewer young people choose to join the armed forces.

The sharp rise in conscientious objection applications therefore comes at a sensitive time for Germany’s defense policy, as the government seeks to increase military personnel while maintaining the voluntary nature of service under the current system.
